Heather is a senior fellow with the Virginia Institute for Public Policy and the Executive Director of the Election Research Institute, a nonpartisan nonprofit dedicated to protecting voting rights by identifying and mitigating vulnerabilities in election systems. With over 30 years of investigative and security experience in the corporate and government sectors, Heather is a seasoned expert in resolving complex cases related to electoral integrity and government transparency.
Heather is also the president of Haystack Investigations and co-founder of Verity Vote, a research and investigative firm that analyzes and reports on issues impacting election systems. She has worked extensively on elections in Arizona, Georgia, and Pennsylvania, bringing her expertise in lawful, fair elections to states across the nation.
A native of Pennsylvania, Heather has spent decades advocating for fair and transparent electoral systems. She has provided consulting and investigative services to both private and public entities, ensuring election security remains a top priority in various states.
In addition to her investigative work, Heather remains actively engaged in the broader discussion surrounding voting rights and election integrity, frequently contributing to panels and discussions in this space. She joined the Virginia Institute as a senior fellow in 2024.
